(1) The State Government may, by notification, make rules for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:— (a) the form of notice of demand referred to in section 3 and the manner of its service; (b) the amount of penalty and the cost of recovery of dues, referred to in section 5; (c) any other matter which under any provision of this Act is required to be prescribed.
