Where any building is being or has been erected in Power to contravention of the provisions of section 5, the Authority demolish may, after giving the owner of such building an opportunity building' of being heard, make an order directing the demolition of the building by the owner within such period as may be specified in the order and, in default, the Authority may it- self effect the demolition and the cost thereof shall be recover- able by the Authority from the owner of the building as a public demand.
