The provisions of this Act shall have effect notwith- standing anything to the contrary contained in any other law for the time being in force, and the State Government may delegate to the Corporation such of its powers or duties, or vest it with such powers and duties exercisable by local bodies, under any local or special law, in connection with the execu- tion of schemes undertaken by the Corporation, as the State Government thinks fit.
