(1) If, in the opinion of the Government, the General Council— (i) has shown its incompetence to perform, or has made default in the performance of, the duties imposed on it by or under this Act or any other law for the time being in force, or (ii) has exceeded or abused its power, the Government may, by order to be published in the Official Gazette stating the reasons therefor, supersede the General Council and direct that it be re-constituted within such period not exceeding six months as may be specified in the order. (2) The Government shall, before making any order under sub- section (1), give to the General Council a notice containing the charges and an opportunity of making representation to the Government in respect of the same.
