The General Council may, with the approval of the Government, appoint such officers and other employees as may be necessary for the due discharge of its functions and may, with the approval of the Government, make regulations relating to their conditions of service: Provided that the terms and conditions of service of an employee of the Government transferred to the General Council shall not be varied to his disadvantage: Provided further that where any disciplinary or other action is required to be taken against any such employee, the General Council shall make a reference to the Government for appropriate action.
