Notwithstanding anything in this Act, the Government may, Power of Gover with the consent of the General Council, entrust either conditionally to entr nment ust or unconditionally to the General Council or to its officers functions functions. in relation to any matter, not enumerated in section 24, to which the executive power of the State extends.
