(1) The Council shall have a Secretary who shall be appointed Persons in by the State Government on such terms and conditions as may be Ord,: ce determined by the State Government. Council. (2) The Council may appoint such other officers and employees it may consider necessary for carrying out the purposes of this Act and shall determine, subject to the approval of the State Government, the terms and conditions of such appointment. (3) Subject to the general control and supervision of the President, the Secretary shall be the principal administrative officer of the Council and be entitled to attend and speak at any meeting of the Council, but shall not be entitled to vote.
