The Contingency Fund of West Bengal shall be held on behalf of the Governor of West Bengal by a Secretary to the Government of West Bengal in the Finance Department, and no advances shall be made out of such Fund except for the purposes of meeting unforeseen expenditure pending authorisation of such expenditure by the Legislative Assem- bly of West Bengal under appropriations made by law.
