Every licensee shall take such care of the agricul- tural produce stored in his cold storage as a man of ordinary prudence would take care of his own goods under similar circumstances and shall provide the hirers concerned with all reasonable facilities for inspection, weighing, measuring, sampling and grading of the agricultural produce stored, in such manner as may be prescribed.
