(1) The Registrar may, for reasons to be recorded in writing, cancel an order for the winding up of a co-operative society in any case where, in his opinion, the society should continue to exist. (2) In any other case, the Registrar shall, after considering the report of the liquidator, if any, order the registration of the society to be cancelled.
