(1) Subject to the rules relating to voting by delegates, no member of a co-operative society shall have more than one vote in its affairs or be permitted to vote by proxy: Provided that in the case of an equality of votes the Chairman shall have a second or casting vote. (2) A co-operative society which is a member of any other co- operative society may appoint one of its members, not disqualified for such appointment under any rule or by-law, to vote in the affairs of such other society.
