A co-operative land development bank, central co-operative bank or apex housing society in the exercise of the powers conferred by section 101 shall, in the prescribed manner and in the form of a written demand for the payment of the amount due to the bank or the society, as the case may be, issue a notice upon— (a) the mortgagor; (b) any person who has any interest in or charge upon the property mortgaged or in or upon the right to redeem the said property and who has previously notified the bank or the society in writing of such interest of charge; (c) any surety for the payment of the mortgage debt or any part thereof; and (d) any creditor of the mortgagor who has, in a suit for the administration of his estate, obtained a decree for sale of the mortgaged property.
