(1) The Corporation may, with the previous sanction of the State Government, make by-laws not inconsistent with the provisions of this Act or the rules or the regulations made thereunder for discharging its functions under this Act. (2) Such by-laws may provide that any breach thereof shall be punishable with such fine as may be specified therein (3) Such by-laws shall be published in the Official Gazette and in such local newspapers as the Corporation may determine.
