If any private street has been levelled, paved, metalled, flagged, channelled, sewered, drained, conserved and lighted to the satisfaction of the Mayor-in-Council, the Chief Executive Officer may and, if the street is not less than six metres in width, on a requisition by a majority of the owners of the street, shall declare such street to be a public street and upon such declaration, such street shall vest in the Corporation.
