The Mayor-in-Council may compound, for any period not Power of exceeding one year at a time, with any livery stable-keeper or other Mayor-in- Council to person keeping vehicles for hire or animals for sale or hire for a lump compound sum to he paid by such livery stable-keeper or other person in respect of for tax. the vehicles or animals so kept in lieu of the taxes which such livery stable-keeper or other person would otherwise be liable to pay under this Act.
