No person shall be qualified for election or nomina- on for tion as a member of the authorities of the University if fiber- (a) he-- er- (a) is at the time of the election or nomination of un- sound mind or a deaf-mute; or (1) is an undischarged insolvent; or (c) has been convicted by a court of law for an °Hence which involves moral turpitude.
