All the authorities of the University shall have power to appoint Committees and to delegate to them such of their duties and functions as they deem fit. Such Committees shall, unless there be some provisions in this Act to the contrary, consist of such members of the authority concerned and also of any other person or persons that such authority may think fit to appoint.
