Whenever under this Act or the rules or the regulations made thereunder the doing of or the omission to do anything or the validity of anything depends upon the approval, sanction, consenl, concurrence, declaration, opinion or satisfaction of— (a) the Mayor-in-Council; (b) Lhe Mayor; or (c) the Municipal Commissioner or any oiher officer of the Corporaiion, as the case may be, a written document signed,— (I) in cases referred to in clause (a), by the Munucipal Secretary, and (ii) in cases referred to in clause (b) or clause (c), by Lhe Municipal Commissioner or such other officer of the Corporation, purporting to convey or sec forth such approval, sanction, consent, concurrence, declaration, opinion or satisfaction, shall be sufficient evidence thereof.
