Save as otherwise provided in lhis AcL or lhe rules or ihe rime of regulations made thereunder no eniry authorised by or under this Acl shall be made except between lhe hours of sunrise and sunset: Provided that if the Municipal Commissioner is satisfied thai the ereclion of any building or lhe execution of any work lias been commenced or is being carried oil in contravention of the provisions of this Acl in any premises between the period of sunset and sunrise, he may, if he considers il necessary so lo do, enicr such premises during such period accompanied by a police officer to make an inspection thereof and lake such action as may be ncccssary under lhis Aci.
