No improvement scheme or re-housing scheme framed under this Chapter after a master plan for '[KolkaiaJ or a zonal development plan for any part thereof has been prepared in accordance with the Wcsl Bengal Town and Country (Planning and Development) Acl, J979 shall be valid unless such scheme is in conformity with the provisions of the muster plan or the zonal development plan.
