(2) In addilion lo serving a notice under this section on the owner, the Municipal Commissioner may serve a copy of lhe noiice on any oiher person having an interest in the building, whelher as a lessee, mortgagee or otherwise. (3) In determining whelher a building can be rendered fit for human habitation at a reasonable expense, regard shall be bad to lhe estimated cost of the work necessary lo render it so fit and ihc estimated value which the building will have when the works are completed.
