(1) If any horses, calUe or other four-footed animals or birds are kepi on any land or premises in conLravenlion of the provisions of section 519 or arc round roaming or tethered on any street or public place or on any land belonging to llie Corporation, the Municipal Commissioner or any officer or employee of the Corporation authorised by him in this behalf may seize such horses, cattle or other four-footed animals or birds and may cause them to be impounded or removed to and maintained in such place as may be appointed by Lhc Slate Government or the Corporalion for lhis purpose; and (he cosi of such seizure and impounding or removing and maintenance as aforesaid shall be recoverable by sale of such animals or birds by auction: Provided that any person claiming such animals or birds may, wiihin seven days of such seizure, gel them released on his paying all lhe expenses incurred by the Corporalion in seizing, impounding or removing, or maintaining such animals or birds and on his producing such evidence in support oT his claim as the Municipal Commissioner may think" sufficient,, (2) The proceeds of sale of any animal or bird by auction under sub- seclion (1) shall be applied in meeLing Lhe expenses incurred on accounL of seizure, impounding or removal, and maintenance of such animal or bird and of holding such sale; and lhe surplus, if any, shall be held in deposit by lhc Municipal Commissioner and shall, if not claimed by the owner of such animal or bird wiihin a period of ninety days from the date of sale, be credited to Lhe Municipal Fund.
