(1) The Municipal Commissioner shall provide and maintain in Puhiic proper and convenient places a sufficient number of public laLrines and urinals. (2) Such public latrines and urinals shall be so consiructcd as lo provide separate compartments for each sex and nol lo be a nuisance and shall be provided wilh all nccessary conservancy establishments and shall regularly be cleansed and kept in proper order.
