If any land or building, by reason of its being abandoned or Powerm unoccupied, becomes a resort of disorderly persons or is in a filthy or dcausmg of unwholesome state or, in the opinion of Ihe Municipal Commissioner, umcnamcd has become a nuisance, the Municipal Commissioner, afier due enquiry, t"xmiM;!'' may give written notice to lhe owner or lo any person who is known or believed to claim lo be the owner and shall affix a copy of such notice on the door of the building or on some other conspicuous part of the land, as lhe case maybe, requiring such owner or person to secure, enclose, cleansc or clear or otherwise abate the nuisance.
