(1) Notwiihstanding anything contained in any olher law in force for the lime being, the Corporation may, with the approval of lhe Stale Government, prepare such improvement scheme for the purpose or effecting environmental or general improvement of busmen ns it may consider necessary, and publish a copy of such scheme in such manner us may be prescribed. (2) The improvement scheme may provide Tor all or any of lhc following mailers:—- (a) water-supply including sinking of tubewells, laying of water pipelines, installation of overhead reservoirs, flushing arrangements Tor privies and the like. (b) drainage and sewerage including connections with any existing channel or sewer main or laying or diverting of drains, (L) conversion of scrvice privies into scplic tank privies or water- borne privies connected with sewer mains, (d) sewage and garbage removal, (c) raising, lowering or levelling of land and improvement of pathways and passages, (Q lighling including laying of cablcs or overhead lines, (g) improvement of huls or other structures, and (h) such olher matters as may be considered nccessary for carrying out the objects of this Chapter. (1) If, al any Lime, it bccomes necessary to acquire the righl of Acquisition user in any land in or around any busies for lhe purpose of implementing of uscr"^" any improve men I scheme in respect ofsuch£/mee, llic Stale Government may, on the recommendation of lhe CorporaLion iri (his beha)/', declare by notification its intention io acquire such righl and invite suggestions or objections from persons likely to be affected thereby within such lime as may be specified therein. (2) Every suggestion or objection received in pursuance of the notification under sub-section (!) .shall be heard by the Municipal Commissioner after giving a reasonable opportunity mall persons affected lo make personal representations, if any, (3) The Municipal Commissioner shall submit a report lo the Mayor- in- Council after the hearing as aforesaid and after making such enquiry in this behalf as lie may consider necessary. (4) After considering lhe views of the Mayor-in-Council, ihc State Government may, by notification, dcclare that the righl of user in such land shall be acquired. (5) On ihe date of publication of such declaration under sub-section (4), the righl of user in such land shall vest in the Corporation, free from all encumbrances.
