(I) Noperxon shall, wilhoul the written permission oflhe Municipal Commissioner or otherwise than in conformiiy with lhe conditions, if any, of such permission, which shall be granted subject lo lhc provisions under scclion 425, use, orpermil to be used, or materially alter, enlarge or extend lhe use of any premises for lhe purpose of establishing or keeping open any Iheairc, cinema house, drive-in Iheatre or cinema house, circus, fair, fete, exhibition or dancing hall, or any olfier place of similar public resort, recreation or amusement for any such purpose: Provided lhai nothing in this scclion shall apply to privale performances in any placc. (2) The Municipal Commissioner may specify any conditions for providing, wiihin the premises, space for the vendors catering to llie public needs in connection with such purposes.
