(1) No person shall, without the previous permission in writing oflhe Municipal Commissioner or otherwise lhan in conformity with the conditions, if any, of such permission, establish in any premises, or materially alter, enlarge or extend, any factory, workshop or trade premises in which il is intended to employ steam, electricity, water or other mechanical power: Provided lhat no such permission shall be granted in coniravenlion or the provisions of scclion 425. (2) The Municipal Commissioner may refuse to give such permission if he is of ihe opinion that the establishment, alieraiion, enlargement or extension of such factory, workshop or trade premises in the proposed position— (a) would be objectionable by reason of density or population in Ihe neighbourhood thereof or (b) would be a nuisance to the inhabitants oflhe neighbourhood, 'See foot-note 1 on page 573, ante. 796 The Kolkaia Municipal Corporation Act, 1980.
