If, during excavation or any olher operation for Lhe purpose of construction of any building or execution of any work, any of the underground utilities (such as, electric or telephone cables, water-supply, sewerage and drainage mains, and gas pipes) is touched or is likely to be touched, or if the Municipal Commissioner is of opinion lhat such excavation may cause.danger lo public, (he Municipal Commissioner may, by a written order, stop forthwith any such excavation or olher work till the matter is investigated and decided lo his satisfaction.
