The Municipal Commissioner may, at Any time, by a written noiice, require the owner of any premises, on the ground floor of which any door, gale, bar or window opens outwards upon a slreel or upon any land required for the improvement oT a slreel in such manner as in the opinion of the Municipal Commissioner obstructs the safe or convenient passage of the public along such street, to have such door, gale, bar or window altered so as nol lo open outwards.
