When the Municipal Commissioner has given public noticc of his intention to provide in a certain portion of^KolkaiaJ for the colleciion, removal and disposal by the employees or contractors of lhe Corporation of all excremenlilious and polluted mailers from privies, urinals and cesspools, il shall be lawful for the Municipal Commissioner to lake measures Tor ihc daily collection, removal and disposal of such matters from all premises situated in the said portion of '[Kolkata] : Provided that in areas where Lhe sewers have been laid, the Municipal Commissioner may, in accordance wilh such scheme as may be prepared for sudi purpose or otherwise, require lhe owner or the occupier as, the case may be, of any premises to convert the service privies to sanitary latrines and such owner or occupier shall comply wilh the orders of the Municipal Commissioner.
