The Municipal Commissioner may ir he Ihinks fit,— (a) by written noiice, require lhe owner or ihc occupier of any premises used— (i) as factory, workshop or Tor carrying on any manufacture, or (ii) as a irade premises or shop or as a market or slaughter house, or (iii) as a hotel, eating house, or restaurant, or (iv) as a hospital or nursing home, or 'Clause (d) was inserted by s. (v) as a warehouse or godown, or (vi) as a placc lo which large number of persons resort, or (vii) in any other way, where rubbish, offensive matter, filth, trade refuse, special wasles, hazardous wastes or cxcrcmcniitious, and polluted matters arc accumulated in large quantities, to collect such matters accumulating thereon and to remove the same at such time and in such trailers or receptacles and by such routes as may be specified in (he notice io a depot or place provided or appointed by the Corporation, or (b) after giving such owner or occupier noiicc of his intention, cause all rubbish including building rubbish, offensive matter, trade refuse, special wasles, hazardous wastes or excremenliiious and polluted mailer accumulated in such premises to be removed, and charge Lhc said owner or occupicr for such removal such fee us may, subject to the rates determined by the Mayor-in-Council, be specified in the notice issued under clause (a): Provided lhat no rate shall be less lhan such unil cost of removal of solid wastes (including lhe cost for debt servicing, depreciation and other charges, if any, or vehicles or vessels or means for removal) as the Mayor- in-Council may determine from time to lime, or (cj by written nolice, require llie owner or Lhe occupicr of any premises referred lo in clause (a) to provide receptacles or trailers or other means on such premises constructed from such materials and of lhe type and in the manner specified by lhe Municipal Commissioner for the collection therein of all rubbish including building rubbish, offensive matter, filth, trade refuse, special wastes, hazardous wasles or cxcrcmcniitious and polluted mailers accumulating in the premises, '(d) by public nolice require any person carrying on any trade or business in a manner lhat accumulates rubbish, offensive matter, filth, trade refuse, special wastes, hazardous wastes or cxcrcmenlilious and polluted matters, io pay such cosis for removal or the same as lhe Corporation may incur in this regard and as determined by the Mayor- in-Council from time lo lime.
