For lhe purpose of ventilating any drain or cesspool, whether vesled in the Corporation or nol, the Municipal Commissioner may, in accordance wilh such regulations as may be made by lhe Corporaiion in lhis behalf, erect upon any premises or affix lo the oulsideofany building or lo any iree any such shaft or pipe as may appear lo him to be neccssary.
