When a drain belonging lo one or more persons has been laid in a private street which is common to more ihan one premises and Ilie Municipal Commissioner considers ii desirable lhal any oiher premises should be drained into such drain, he may, by wrilien notice, require Ihc owner or such premises lo connect his house-drain wilh such drain in Ihc private slreel, and ihc owner of such drain in lhe privale slreel shall thereupon be bound to permit such conneciion lo be made: Provided lhal no such connections shall be made except upon such terms as may be provided by the regulations and until any payment, which may be directed by the Municipal Commissioner in accordance with the regulations, has been duly made.
