The Corporation shall construct and maintain drains and sewers and provide a safe and sufficient outfall, in or outside '[Kolkata], fur effectual drainage and proper discharge of storm-waler and sewage of '[Kolkata] in sueh manner as not to cause any nuisance, whether by flooding any part or '[Kolkata] or of the country surrounding tlie outfall or in any other way.
