(1) The Corporation may lay a main, whether within or outside lhe local limits of '[Kolkaia],— (a) in any street, and (b) with (he consent or every owner or occupier of any land nol forming pan of a street, in, over or on that land, and may, from lime lotime, inspect, repair, alter or renew or may, at any lime, remove any main so laid, whether under this scclion or otherwise: Provided thai where a consent required for ihe purpose or this subsection is withheld, ihe Municipal Commissioner may, aTier giving the owner or ihc occupier of the land a wriiien notice or his intention so lo do, lay the main in, over or on [hat land even without such consent. (2) Whenever Hie Municipal Commissioner, in excrcise of lhe powers under this section, lays a main in, over or on any land not forming pan of a street, or inspects, repairs, alters, renews or removes a main so laid in, over or on any such land, he shall pay compensation lo every person interested in thai knd for any damage done thereto, or injurious affection of that land by reason of the laying, inspection, repair, alteration, renewal or removal of ilie main.
