(1) For the purpose of providing ;[Kolkaia] with supply or water, proper and sufficient Tor public and private uses, lhe Corporation may— (a) plan, construct, operate, maintain and manage waterworks, either within or outside :[Kolkata]; (b) purchase or lake on lease any walerwork or any water or right to store or lo lake and convey water, either wiihin or outside -[Kolkaia]; (c) enler into an arrangement with any person and authority for supply or water: Provided llial lhe Corporation may, wiih the approval of lhe Slate Government, make over lo or lake over from a statutory body waterworks 'Sections 241A and 241U were inserted by s. 5 of lhc Calculla Municipal Corporation {Amendment) Act, 1994 ( Wesl Ben. (2) Without prejudice lo the generality of the foregoing provision, such power shall include lhe power— (i) lo make over lo or to take over from a statutory body all or any of the existing or new municipal responsibilities, powers, conirols, facilities, services and administration relnling to water supply in '[Kolkata], and lo manage the same; (ii) Lo extend, expand and develop existing facilities and to consirucl and operate new ones; (iii) to establish, operate, maintain and manage engineering workshops related to the waterworks and lhe water supply system; (iv) lo establish, maintain and operate laboratories and experimental and research stations; (v) to establish in-service training courses and provide other training for its personnel; (vi) lo regulate drilling of lubewells, public or private, and lo control withdrawal or underground water; (vii) to prevent polluiion or any waier including any water-source, water course or channel within or outside '[Kolkaia]; (vjii) lo prevent discharge of induslrial wastes or foul water into any river, canal, or oiher water channel abutting the water sourcc, water course or channcl of Corporation's water supply; (ix) to acquire any tank, pond, well or other water area wilhin '[Kolkata] considered lobe prejudicial to community health. 244, Subject lo ihe other provisions of this Act, Lhe Municipal Municipal Commissioner shall manage all waterworks and allied facilities belonging ^"manage""* lo lhe Corporation and shall maintain the same in good repair and efficient waterworks, condilion and shall cause lo be done from time to time all such things as shall be necessary or expedient for improving the said works and facilities. 245, (1) The Municipal Commissioner, or any person appointed by Power of the Stale Government under section 246 in this behalf, may, Tor the purpose of inspecting or repairing or execuiing any work in, upon or in connection with any water work, at all reasonable times,— 'See [bol-nolc 2 nn pjgc 573, ante. 70G The Kolkata Municipal Corporation Acl, 1980.
