Notwithstanding anything contained in Ihis Chapter, it shall not be neccssary to consult the State Public Service Commission or Ihe Municipal Service Commission, as the case may be, in the case of appointment of a person as an officer or employee of liie Corporation,— (a) ir the person to be appointed is or has been in the service of Government, or {b) if the posi to be filled up is for a term of six months, or (c) if the period for which the appointment is made does not exceed six months.
