Where any advertisement has been ercclcd. exhibited. fixed or retained upon or over any land, building, wall, hoarding, frame, post, kiosk or structure or displayed lo public view from a public sireel or public placc in contravention of the provisions of ibis Act or any regulations made thereunder, it shall be presumed, unless lhc contrary is proved, that liic contravention has been committed by the person or persons on whose hehalf lhe advertisement purports to be or lhe agents of such person or persons.
