(1) The State Government may make rules for carry- ing out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power such rules may provide for all or any of the following matters, namely :— (a) the manner of election of Directors by the General Council under clause (b) of sub-section (1) ,ffi section 5; (b) the qualifications, remuneration, other co-ad „_itions of service and fees for attendance at mereings of Directors under sub-section (3) of section 5; (c) the duties and the functions of the Cffi u man under sub-section (5) of section 5; the time for election of Directors, by the Geis-2 Council under clause (b) of sub-section (6) of sec- tion 5; (e) the officer before whom an appe-al may be preferred and the manner of doing so raider sub-section (1) of section 24; (f) the manner of determining, annual value under section 35; (g) the manner of -performing functions and the procedure to be follov ved in connection therewith, the manner of accounte;mg, the time• and manner of payment by, and thy provision of credits or allowances to, the loeal,authority under sub-section (2) of section 40; 004 public health standards of water-supply under sub-section (1) of section 45; (d) The Calcutta Metropolitan Water and Sanitation Authority Act, 1966.
