The provisions of this Act shall have effect notwith- standing anything to the contrary contained in any other law for the time being in force or any instrument made thereunder. 31 (3) Determination of the amount of compensation under sub- section (1) and of persons entitled thereto and apportionment thereof under sub-section (2) shall, subject to appeal as herein- after provided, be final.
