(1) The State Government may, by notification in the Official Gazette, appoint in respect of any area to which this Act applies a Controller to enforce the directions issued under section 4, and to discharge all other functions of the Controller under this Act. (2) The State Government may, if necessary, by notification in the Official Gazette, appoint in respect of any area to which this Act applies an Additional Controller or one or more Deputy Controllers to exercise such functions of the Controller as may be specified in the notification. (3) The Controller may, with the previous approval of the State Government and subject to such terms and conditions of service as may be prescribed, appoint such other officers and servants as he considers necessary for the efficient performance of his functions under this Act.
