(1) The President shall be responsible for carrying out and giving effect to the decisions of the Board and of any Committee or Council constituted under this Act. (2) The President may, in any emergency, exercise any of the powers of the Board provided however that he shall not act contrary to any decision of the Board, and shall, as soon thereafter as may be, report to the Board the action taken by him together with reasons therefor. (3) The President shall— (a) exercise general supervision over the Secretary and the staff appointed by the Board, and post and transfer the members of the staff; (b) sanction all claims of travelling allowance; and (c) take such other action not inconsistent with any decisions of the Board as he considers necessary for the proper functioning of the Board under this Act.
