(1) No member of the Board shall vote on any matter in which he has any personal or pecuniary interest or if it relates to any Institution of which he is either a teacher or a member of the Managing Committee. _ (2) The President or the member presiding at a meeting of the Board shall decide any question arising under sub- section (1) and his decision thereon shall be final.
