(1) The Board shall have a Secretary who shall be appointed by the State Government. (2) The Board may appoint such other officers and employees as it considers necessary for carrying out the purposes of this Act. (3) The method of recruitment and the conditions of service (including the scales of pay and allowances, if any) shall,— (a) as respects the Secretary, be such as may be prescribed, and (b) as respects the other officers and employees, be such as may, subject to the approval of the State Government, be determined by regulations published in the Official Gazette. (4) Subject to the general control and supervision of the President, the Secretary shall be the principal administrative officer of the Board. He shall be entitled to attend and speak at any meetings of the Board, but shall not be entitled to vote.
