(1) The Special Tribunal constituted under this Act shall consist of three persons each of whom shall be a person who— (a) is or has been a Judge of a High Court or a Sessions Judge or an Additional Sessions Judge; or (b) is qualified for appointment as a Judge of a High Court : Provided that the appointment to a Special Tribunal of any perSon not qualified under clause (a) shall be made in consultation with the High Court.
