After a defaulter has been proceeded against unsuccessfully under the foregoing provisions of this Chapter or with partial success, any sum due or the balance of any such due may be recovered by the Chief Executive Officer by certificate under the Bengal Public Demands Recovery Act, 1913, together with interest and cost of recovery.
