From and out of the Consolidated Fund of West Bengal,— (1) sums not exceeding those specified in column 3 of Schedule I amounting in the aggregate to the sum of rupees four hundred three crore seventy- seven lakh eighty-seven thousand six hundred and twelve, (2) sums not exceeding those specified in column 3 of Schedule II amounting in the aggregate to the sum of rupees three thousand eleven crore twenty- two lakh forty-two thousand three hundred and fifty-five, (3) sums not exceeding those specified in column 3 of Schedule III amounting in the aggregate to the sum of rupees one thousand four hundred forty- two crore eighteen lakh six thousand and two hundred, and (4) sums not exceeding those specified in column 3 of Schedule IV amounting in the aggregate to the sum of rupees four hundred thirty-six crore sixty- eight lakh sixty-seven thousand five hundred and sixty, are authorised for payment and application towards defraying the several charges which are incurred during— (i) the year ending on the thirty-first day of March, 1996, (ii) the year ending on the thrity-first day of March, 1997, (iii) the year ending on the thirty-first day of March, 1998, and (iv) the year ending on the thrity-first day of March, 1999, respectively, in respect of the services and purposes specified in column 2 of each such Schedule and which were in excess of the amounts granted for the services and purposes of the respective year.
