[West Ben. Act (Section 3.) are authorised for payment and application towards defraying the several charges which were incurred during— (i) the year ending on the thirty-first day of March, 1964, (ii) the year ending on the thirty-first day of March, 1965, (iii) the year ending on the thirty-first day of March, 1966, (iv) the year ending on the thirty-first day of March, 1967, and (v) the year ending on the thirty-first day of March, 1968, respectively, in respect of the services and purposes specified in column 2 of each such Schedule and which were in excess of the amounts granted for the services and purposes of the respective year.
