(1) The State Government may, by notification in the Official Gazette, make rules to carry out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for— (a) the form and manner in which applications for certificates under section 4 shall be made; (b) the fees payable for any certificate which may be issued under section 4 and the form of such certificates; Power to grant exemp- tions.
