No act or proceeding of the Governing Board or any authority of the University or any committee constituted under this Act or the rules or the Statutes or the Regulations or the Ordinances shall be questioned merely on the ground of the existence of a vacancy in or defect in the constitution of the Governing Board, Authority or Committee of the University.
